Minutes from General Meeting of White Oak Estates HOA October 28, 2013


The Fall 2013 Homeowners Association General Meeting of White Oak Estates was brought to order at 7:10 PM Monday October 28, 2013 by President Mike Nelson.

Thanks was given to Art Huber, the Greenwoods and others for clearing work along roadways. An updated Homeowners List was distributed for verification.

The Minutes of the Spring 2013 General Meeting were read. A motion was presented, seconded and passed that the Minutes of the Spring 2013 General Meeting be accepted.

The Financial Report was presented. There is a balance of $30, 428.48. Five homeowners are in the rear. The association CPA will be asked to confirm that notifications have been sent to the three of the five homeowners farthest behind. A lien will be filed on the one owing the largest amount.

The Road Maintenance Committee Report included the following:
* Road crack repair work was completed by Livingston. The cost was $7,675.00.
* Re-Painting of speed bumps, speed limit warnings and stopping lines has not yet been completed. (Work Crew volunteers: Dennis Morain, Jonah Davison, Dan Zendner, Roger Aaronson, Steve Curtis and Mike Nelson)

The Snow Removal Policy was reviewed:
* The Association President and Board have the discretion as to when to call for snow removal. [Todd (530-637-5542) at the rate of $92/hour with an estimate of 5 hours to clear all roads in the development will be utilized. Todd will plow Shady Glen and then come to White Oak Estates.]
* The following two guidelines will be followed: 1) Pay close attention to the weather 2) Consider if association members can safely get out or come in using the entrance to the development at the hill on White Oak Drive and Highway 174.

Reminders were made to Drive/Walk safely along roadways. Watch for deer, mountain lions, bears etc when driving. Carry a flashlight if walking at night etc.

During Open Forum the following were discussed:
* 3 Homes are for sale in our neighborhood
* The bag nailed to the tree at the entrance of 174 to White Oak contained an empty box
* The Bulletin Board installed by the bank of mail boxes has received good use
* Attempts to arrange for the use of one propane company for the entire development have never been successful
* Various suggestions (such as owning your own tank or installing a larger tank) were made for saving on the cost of propane
* The problem of debris coming off the hill by the Wilhelm property was mentioned
* Internet access through Wave Band was discussed. It was suggested that a list be provided to Wave Band of those in the development who would be interested in using the service if it were brought into the neighborhood. Steve will collect information about the service and forward that to Rose Maree for distribution through email to all association members.

A motion was presented, seconded and passed to close the meeting at 8:00 PM

Minutes from General Meeting of White Oak Estates HOA June 17, 2013


The Spring 2013 Homeowners Association General Meeting of White Oak Estates was brought to order at 7:10 PM Monday June 17, 2013 by President Mike Nelson.

An updated Homeowners List was distributed for verification.

The Minutes of the Fall 2012 General Meeting were read. A motion was presented, seconded and passed that the Minutes of the Fall 2012 General Meeting be accepted.

The Financial Report was read. There is a balance of $35,178.48. Three lots are in the rear on dues. The association CPA will be asked to send a CA Civil Code Section 845 letter to the homeowner of the lot furthest behind. A motion was presented, seconded and passed that the Financial Report be accepted.

The Road Maintenance Committee reported on the following:

* Three road crack repair bids were presented and explained. A motion was presented, seconded and passed that the Livingston bid be accepted. $8,000 had previously been approved for this project. This project will take 1-2 days once begun.

* A motion was presented, seconded and passed that $600 be available for the re-painting of speed bumps, speed limit warnings and stopping lines. Dennis Morain, Jonah Davison, Dan Zendner, Roger Aaronson and Steve Curtis offered to assist with this project. It was also suggested that the limit lines be moved closer to the intersection.

Two-year Election for positions of Secretary and Treasurer were held. Rose Maree Hammer was re-elected as Association Secretary, and Mel Huber was re-elected as Association Treasurer.

A motion was presented, seconded and passed that the following be accepted as the White Oak Estates Public Bulletin Board policy. This policy will be posted on the White Oak Estates website (http://whiteoakestateshoa.blogspot.com).

* The intent of the White Oak Estates Public Bulletin Board is to provide a location to post information about Neighborhood and/or Local Events of Public Interest to White Oak Estate Homeowners. Items posted are to be removed within two weeks by those who posted them and may also be removed at any time by the Association Board if it is determined that the item posted is not of Neighborhood and/or Local Public Interest to White Oak Estate Homeowners.

A reminder was made to clear property along driveways and roadways. Association President Mike Nelson will provide the phone number for the Placer County Chipper Program to those who are interested.

During Open Forum the following were discussed:

* Seeds come in on tires from invasive plants such as Star Thistle and Scotch Broom. Various methods of removal were discussed.

* Dennis will talk with Al about clearing his culverts.

A motion was presented, seconded and passed to close the meeting at 8 PM.
