Minutes from General Meeting of White Oak Estates HOA May 25, 2017

The Spring 2017 Homeowners Association General Meeting of White Oak Estates was brought to order at 7:15 PM Thursday May 25, 2017 by President Mike Nelson.

An updated Homeowners List was distributed for verification.

The Minutes of the Spring 2016 General Meeting were read and discussed:
* Dick Osgood will again post a current CDF document on the bulletin board during the fire season.
* Art Huber will again pursue the possibility of building a planter box near the mailboxes for the planting of low-maintenance bulbs etc.
* Suggestions were made as to placing contact information such as address or phone number in the Mail Boxes for notification when keys are left.
A motion was presented, seconded and passed that the Minutes of the Spring 2016 General Meeting be accepted.

The Financial Report was presented. As of April 30 there is a balance of $52,399.03 in the account. There are currently no homeowners in the rear. A motion was presented, seconded and passed that the Financial Report be accepted.

The Road Maintenance Committee Report was presented by Mike Nelson:
* Within the next few weeks, Tritan will chip and seal the roads between Highway 174 and the Van Pelt turn for approximately $16,000.

Election of Officers was held. The following were nominated, seconded and elected:
Mike Nelson – President
William Rose – Vice President
Melanie Huber – Treasurer
Rose Maree Hammer – Secretary

Special Guest Brent Geeve was called away by Placer County to assist with a mosquito outbreak and was unable to attend. His contact information (Auburn Rattlesnake Removal 916-778-7814) was provided to those present and his business cards will be posted on the bulletin board.

During Open Forum the following were discussed:
* The mirror that was purchased to be placed at the intersection of White Oak and Highway 174 did not work as planned. Suggestions were made as to how to sell it.
* A request to have access to use White Oak Drive by a non-association member was discussed and declined.
* Due to concerns over use of the association roads by non-association members or guests (particularly at night) prompted a discussion of the positive and negative impact of making White Oak Estates a gated community. The possibility of requesting that the Sheriff's Office patrol more often or having a more active Neighborhood Watch program were also discussed.

A motion was presented, seconded and passed to close the meeting at 8:05 PM

Minutes from General Meeting of White Oak Estates HOA June 07, 2016



The Spring 2016 Homeowners Association General Meeting of White Oak Estates was brought to order at 7:10 PM Tuesday June 07, 2016 by President Mike Nelson.

An updated Homeowners List was distributed for verification.

On behalf of the association, Mike Nelson expressed appreciation to those neighbors who had sprayed for weeds by the mailboxes and who had done trimming along the road.

The Minutes of the Fall 2015 General Meeting were read. A motion was presented, seconded and passed that the Minutes of the Fall 2015 General Meeting be accepted.

The Financial Report was presented. There is a balance of $46,266.63 in the account. There are currently two homeowners in the rear. A motion was presented, seconded and passed that the Financial Report be accepted.

The Road Maintenance Committee Report was presented by Mike Nelson:
* The ditches are clean and worked well during the past rains.
* A motion was presented, seconded and passed authorizing up to $18,000 for Dennis Morain to arrange for chip and seal road repair.
* Dick Osgood will laminate a current CDF document for display on the bulletin board during the fire season.
* Art and Mel Huber, Dick Osgood and Maxine Barnett, and Georgann Chiozza will research the possibility of building a planter box near the mailboxes for the planting of low-maintenance bulbs etc.

During Open Forum the following were discussed:
* Suggestions to make contact information available at the mail boxes
* Internet providers
* Invasive plants

Minutes from General Meeting of White Oak Estates HOA December 1, 2015


The Fall 2015 Homeowners Association General Meeting of White Oak Estates was brought to order at 7:05 PM Tuesday December 1, 2015 by President Mike Nelson.

An updated Homeowners List was distributed for verification.

The Minutes of the Spring 2015 General Meeting were read. A motion was presented, seconded and passed that the Minutes of the Spring 2015 General Meeting be accepted.

The Financial Report was presented. There is a balance of $42,439.61 in the account. There are currently three homeowners in the rear totaling $125 each. It was requested that a third notice be sent to these homeowners. A motion was presented, seconded and passed that the Financial Report be accepted.

Mike Nelson provided the Road Maintenance Committee Report:
* The roads are in good shape. The ditches are clean. Chip and Seal will be done later.
* Mike has spoken with Titan, who purchased Todd's equipment and has made 3-4 phone calls for Snow Removal bids from other businesses, with no responses. A motion was presented, seconded and passed that Mike approach Dennis Morain for emergency Snow Clearing.

Emergency Plan Discussion included explanation of how to exit through the Zendner lot if White Oak Drive to Highway 174 is not accessible, suggestions to prepare a list of what to take in an emergency and to have on hand a three days supply of essentials. Community Emergency Contact information has also been added to the Homeowners List.

During Open Forum the following were discussed:

* The proposed reservoir
* New owners of Mrs Henry's lot
* Suggestions to make contact information available at the mail boxes

Minutes from General Meeting of White Oak Estates HOA June 9, 2015


The Spring 2015 Homeowners Association General Meeting of White Oak Estates was brought to order at 7:10 PM Tuesday June 9, 2015 by President Mike Nelson.

An updated Homeowners List was distributed for verification.

The Minutes of the Fall 2014 General Meeting were read. A motion was presented, seconded and passed that the Minutes of the Fall 2014 General Meeting be accepted.

The Financial Report was presented. There is a balance of $39,900.78 in the account. There are currently three homeowners in the rear totaling $375. It was confirmed that a second notice be sent to these homeowners. A motion was presented, seconded and passed that the Financial Report be accepted.

Mike Nelson reported on his negotiations with Right Stripping company to re-paint the speed bumps, speed limit warnings and stopping lines. Several homeowners expressed the opinion that the re-painting was well done.

Election for Board Offices of Treasurer and Secretary were held. Mel Huber was re-elected as Association Treasurer. Rose Maree Hammer was re-elected as Association Secretary.

During Open Forum the following were discussed:

Not all of the trees that were marked by PG&E have been removed yet. Not all of the homeowners have been happy with the work that was done. This project generated a lot of wood for some homeowners.

Concerns over vacant or partially painted homes were discussed.

Minutes from General Meeting of White Oak Estates HOA November 24, 2014


The Fall 2014 Homeowners Association General Meeting of White Oak Estates was brought to order at 7:10 PM Monday November 24, 2014 by President Mike Nelson.

An updated Homeowners List was distributed for verification.

The Minutes of the Spring 2014 General Meeting were read and corrected. A motion was presented, seconded and passed that the Minutes of the Spring 2014 General Meeting be accepted.

The Financial Report was presented. There is a balance of $37,461.85 in the account. There are currently two homeowners in the rear totaling $250. A motion was presented, seconded and passed that the Financial Report be accepted.

The use of a local stripping company was discussed as an economic solution to the re-painting of speed bumps, speed limit warnings and stopping lines.

Fire Safety tips were discussed including home and property care, recording of valuables and alternative emergency outlets such as access to Pineview through lot 14.

Election for Board Offices of President and Vice President were held. Mike Nelson was re-elected as Association President. Steve Curtis was re-elected as Association Vice-President.

Reminders were made to restrain your animals and to call Animal Control if you experience a problem with an aggressive animal.

During Open Forum the following were discussed:

Roger and Mike will make repairs to the Newspaper Boxes. Trouble with the paper carriers was discussed.

Tree-removal over the next 4-6 weeks by PG&E for protection of the power lines was discussed.

Minutes from General Meeting of White Oak Estates HOA June 9, 2014


The Spring 2014 Homeowners Association General Meeting of White Oak Estates was brought to order at 7:10 PM Monday June 9, 2014 by President Mike Nelson.

An updated Homeowners List was distributed for verification.

The Minutes of the Fall 2013 General Meeting were read. A motion was presented, seconded and passed that the Minutes of the Fall 2013 General Meeting be accepted.

The Financial Report was presented. There is a balance of $34, 388.74 in the account. There are currently no homeowners in the rear. The filing of liens was not required. A motion was presented, seconded and passed that the Minutes of the Financial Report be accepted.

The Road Maintenance Committee Report included the following:
* Two bids ($600 and $900) have been received for the Re-Painting of speed bumps, speed limit warnings and stopping lines. $600 had previously been approved by the association for this project. It was determined that Dick Osgood would assist in organizing a work crew of neighborhood volunteers to complete this project.
* Roger Aaronson will donate tin edging for the roof of the newspaper stand.

Reminders were made to:
* Drive/Walk/Play safely along roadways. Watch for deer, mountain lions, bears etc when driving; Carry a flashlight if walking at night etc; and Watch for cars when at play.
* Keep dogs on leash when not on private property.
* Clear your property along the roadways.
* Watch for Rattlesnakes (come onto the warm pavement in the evening)

During Open Forum the following were discussed:

* Steve Curtis reported the prohibitive cost of bringing internet access through Wave Band into our area (Set-up costs would be $50,000 to bring the cable to our area +$2,000 per property. The contract would be with the association, not individual homeowners and require a minimum of 25 homeowners to participate. Usage costs would be similar to current services.)

* Septic maintenance and the possibility of a well going dry during drought time were discussed.

Minutes from General Meeting of White Oak Estates HOA October 28, 2013


The Fall 2013 Homeowners Association General Meeting of White Oak Estates was brought to order at 7:10 PM Monday October 28, 2013 by President Mike Nelson.

Thanks was given to Art Huber, the Greenwoods and others for clearing work along roadways. An updated Homeowners List was distributed for verification.

The Minutes of the Spring 2013 General Meeting were read. A motion was presented, seconded and passed that the Minutes of the Spring 2013 General Meeting be accepted.

The Financial Report was presented. There is a balance of $30, 428.48. Five homeowners are in the rear. The association CPA will be asked to confirm that notifications have been sent to the three of the five homeowners farthest behind. A lien will be filed on the one owing the largest amount.

The Road Maintenance Committee Report included the following:
* Road crack repair work was completed by Livingston. The cost was $7,675.00.
* Re-Painting of speed bumps, speed limit warnings and stopping lines has not yet been completed. (Work Crew volunteers: Dennis Morain, Jonah Davison, Dan Zendner, Roger Aaronson, Steve Curtis and Mike Nelson)

The Snow Removal Policy was reviewed:
* The Association President and Board have the discretion as to when to call for snow removal. [Todd (530-637-5542) at the rate of $92/hour with an estimate of 5 hours to clear all roads in the development will be utilized. Todd will plow Shady Glen and then come to White Oak Estates.]
* The following two guidelines will be followed: 1) Pay close attention to the weather 2) Consider if association members can safely get out or come in using the entrance to the development at the hill on White Oak Drive and Highway 174.

Reminders were made to Drive/Walk safely along roadways. Watch for deer, mountain lions, bears etc when driving. Carry a flashlight if walking at night etc.

During Open Forum the following were discussed:
* 3 Homes are for sale in our neighborhood
* The bag nailed to the tree at the entrance of 174 to White Oak contained an empty box
* The Bulletin Board installed by the bank of mail boxes has received good use
* Attempts to arrange for the use of one propane company for the entire development have never been successful
* Various suggestions (such as owning your own tank or installing a larger tank) were made for saving on the cost of propane
* The problem of debris coming off the hill by the Wilhelm property was mentioned
* Internet access through Wave Band was discussed. It was suggested that a list be provided to Wave Band of those in the development who would be interested in using the service if it were brought into the neighborhood. Steve will collect information about the service and forward that to Rose Maree for distribution through email to all association members.
